Business Metropole Ruhr is a wholly-owned subsidiary of the Regionalverband Ruhr (RVR). The RVR is responsible for regional planning and development in the Ruhr area, the management of infrastructure projects such as the Route Industriekultur and the Emscher Landscape Park, the planning and expansion of the regional cycle path network, and the maintenance and development of woodland and green spaces.

As a region undergoing structural change, the Ruhr has years of transformation experience.
